Mrs. Varinia Radu, Managing Partner- founded RVR Energy in 2004

Varinia is a senior lawyer with ten years experience in the energy field, in Romania and abroad. As an independent consultant, she has been participating in numerous transactions and projects in licensing, trading, privatisations, public acquisitions, turn key projects for energy production facilities for conventional and renewable energy, joint-ventures, petroleum concessions, development of mature oil and gas assets in Romania, while successfully advised multinational companies in farm-out agreements, M&A, financing transactions.

Mrs. Radu holds a degree in law, she is a member of the Bucharest Bar Associations since 2002.She obtained an MA in International Relations from SNSPA (National School of Political and Administrative Studies) Bucharest- 2003, a Master in Management in Petroleum from University of Oil and Gas from Ploiesti- 2005, and an MBA degree (2010) from University of Chicago Booth School of Business, USA.

Mr. Alex Serban, Senior Partner

Alex Serban has over 10 years of experience in government relations on the local and international market.
Mr. Serban is among the top communication specialists and lobbyists in Romania, having worked in government, business, media and the NGO community.

Mr. Serban has devised and managed public affairs and corporate relations programs for multinational companies, NGOs and interest groups across a broad range of industries (health, retail, telecom, and defense) and policy areas.
His activity has involved extensive representation of clients before principal governmental institutions in Romania, as well as developing corporate communication programs for the U.S. and European marketplaces.

Mrs. Ramona Dulamea- Senior Associate

Ramona is a certified lawyer with nearly a decade experience, most of it in the upstream petroleum industry, serving as an in house lawyer and head of legal practice in energy companies with operations in Romania and abroad.
She is specialized in providing legal assistance for oil & gas domestic and foreign companies on corporate, commercial contracts, banking, upstream/energy/mining sector legal issues.

Ramona graduated Law School at the University of Craiova, obtained an LLM from University “Ioan Cuza” Bucuresti in Commercial Law, and a Master in Business Law from the “Niculae Titulescu University”. She attended various training courses for oil and gas lawyers, and she has gained expertise in public acquisitions also.

Ramona has effectively advised  on various commercial projects (commercial/business law, public acquisitions, corporate and labor law, energy law, renewable projects, real estate, consumer protection); application and review of fiscal regimes applicable to energy projects located aboard; negotiations with various local and foreign state bodies, negotiations and client representation and assistance on public national/international public bids; comparative views on local and foreign legislation; negotiations of production sharing agreements, LoIs, MoUs, head of terms; coordination of local and foreign law practices;  assistance on corporate structure and participation in companies re-organization; involvement in phases of M&A deals, performing DDL reviews, drafting and participation in legislative amendments on the energy filed (oil & gas, mining, renewable energy).
Ramona also specializes in providing business crime prevention legal advice in the area of public acquisitions, crimes against competition regime, offences associated to the commercial negotiation process or deals, potential offences against environment and energy legal regime, as well as related to accessing, conducting and organizing public funds.

Mr. Bogdan Sampetrean, Senior Associate

Mr. Sampetrean has more than 10 years experience, the last 7 of which have been in various Business Consultancy roles within in the energy and financial services industry.
He is responsible for the compliance with regulatory and legal norms, the assessment of regulatory impacts and establishment of reactive strategies and external corporate representation in the regulatory process. Also, his expertise includes due diligence consultancy services to investors, bankers and legal companies involved in mergers and take-over transactions.

Being fluent in both English and French and having Romanian as his native language, Mr. Sampetrean holds a Bachelor of Laws from the Babes Bolyai University, and he attended the post university courses in Communication & Public Relations as well as European Law at the Universities of Montpellier and Aix-en-Provence. In the recent years he graduated the Canadian Securities Institute Courses of Chief Compliance Officer and Conduct and Practices in Securities Industry.

Ms. Madalina Constantinescu, Consultant

Ms. Madalina Constantinescu holds a Bachelor’s Degree in Communication and Public Relations from the David Ogilvy SNSPA University and she recently attended Master’s courses of Management Communication and HR also at the David Ogilvy SNSPA University in Bucharest.

Currently Ms. Madalina Constantinescu is attending the Faculty of Law courses at the University of Bucharest.

She is an authorized English translator. She is fluent in English and Spanish having Romanian as her native language.

Ms. Madalina Constantinescu has a four years’ experience as an oil and gas consultant at RVR Energy.

Mr. Catalin Stoica, Legal Adviser

Mr. Catalin Stoica holds a Bachelor’s Degree in Law from the Nicolae Titulescu University and he recently attended the Master’s courses of Criminal Sciences also at the Nicolae Titulescu University in Bucharest.

He is fluent in English and French having Romanian as his native language.
He also has 3 years’ experience in Sales, attending various national exhibitions as a sales consultant in the food and meat industry.

Mr. Artur Stratan, Senior Consultant

Mr. Stratan holds a Ms. Sc. degree in petroleum engineering from the Oil and Gas University in Ploiesti, Romania. He has more than twenty six years of full-time work experience in various positions spanning Central and Eastern Europe, South Asia and the CIS countries.

He possesses broad experience in all aspects of E&P activity in the domestic and international petroleum industry, doubled by significant experience in management, operations, coordination, commercial and business development and complex negotiations. His achievements are ranging from successfully undertaking an offshore exploration project in India to old wells re-entry and field development related activities in Komsomolskoe field in Kazakhstan. He was part of the OMV Petrom core team that negotiated and concluded the first two Production Enhancement Contracts in Romania in 2011 with Petrofac and PetroSantander and lead negotiator for the Joint Ventures set up in Romania for the exploration blocks Urziceni East and Adjud with Hunt Oil and Baicoi, Targoviste, Pitesti and Targu Jiu blocks with Repsol.

Mr. Alexandru Preda, Senior Technical Consultant

He is an oil and gas engineer with over 30 years experience in upstream, services and downstream oil and gas; he has been working for Petrom in Romania and Khazakstan, for Petromservice SRL and has a deep understanding of the local petroleum market.

Mr. Mihai Birzan, Senior Consultant

He holds a MA in Economics, with a specialisation in Marketing, and has extensive experience in banking, finance and accountancy over the last 15 years. He has successfully managed and developed several leasing companies and small size banks, and he is an authorized financial auditor. He has a very successful track record in developing several start up projects in various industries.

Mr. Lucian Tamba, Senior Expert

He is a highly seasoned engineer in oil and gas industry; he has been working over three decades in international operations for Rompetrol and for UPetrom Ploiesti; he is an expert in commercial transactions and trading in oil and gas equipment, having successfully managed in the last ten years the marketing divisions of drilling equipment producers, drilling and work over services.

 

Mr. Iulian Harpa, Tax and Audit

Iulian has extensive experience working as an internal auditor for OMVPetrom, but also acting as an audit inspector for global operations of Cameron, leading provider of oil and gas equipment. He was in charge with performing the audit engagements in joint team auditors abroad and in Romania in Corporate Functions, E&P, Gas, Refining and Marketing Business Units.
Iulian is also involved in Financial, Operational, System, Compliance and Investigative audit engagements.
In his career, he has coordinated audit teams (4-6 auditors) in preparing the planning, field work and working papers, issuing the audit report and agreement of the recommendations with the management in charge.

Mr. Iulian Harpa holds a bachelor’s degree in Trade, Tourism and Services Section from the Petrol and Gas University, Ploiesti. He also holds a Master’s Degree in Management of Petrol Business from the Petrol and Gas University, Ploiesti.
